Indore Collector and District Magistrate Mr. Ashish Singh has issued a prohibitory order under Section 163 of the Indian Civil Security Act 2023 to prevent begging in Indore district and to eradicate this social evil. On the initiative of Collector Ashish Singh, Indore district will soon be made a beggary-free district.
The Indore district administration had earlier issued orders to ban begging. This order remained effective from January 1 to February 28. But from March 1 the begging resumed in the city.
According to the order issued by Collector Singh, any kind of begging has been completely banned in the district. Giving anything as alms to alms-seekers or buying any kind of goods from them has also been prohibited.
Legal action will be taken against the person who provides or gives any goods/item to beggars as alms or buys any goods from them for violation of this order.
This order has come into effect from today, March 10, which will remain effective till May 8. Action will be taken against the person/institution/organizer violating this restrictive order under Section 223 of the Indian Code of Justice 2023.
It is noteworthy that such a restrictive order was also issued in the month of January, which remained effective till February. In view of the effective results of this order, it has been extended further.
If any person is found begging anywhere, then any person can give information about it to Mr. Dinesh Mishra, Project Officer of Women and Child Development Department (Mobile Number- 9691494951). If the information is found correct during the information verification, then an incentive amount of one thousand rupees will be provided to the concerned person.
Teams of various departments have been formed to stop begging in Indore district, which are continuously trying to stop begging. This action has also been widely publicised through various social media, digital and print media. About 354 adults involved in begging were rescued and sent to Sevadham Ashram and about 45 children were sent to Child Care Institute (CCI)
Indore’s anti-begging drive is part of the government’s SMILE project (Support for Marginalized Individuals for Livelihood and Enterprise). Launched by the Union Ministry of Social Justice, the programme aims to make cities beggar-free by offering long-term solutions.
The ban on begging is part of a larger effort to tackle organised begging networks. Singh explained that many beggars are part of illegal groups and are forced into this life. “We’ve already broken up several such groups, and a lot of individuals have been rehabilitated,” he said.

कलेक्टर एवं जिला दण्डाधिकारी श्री आशीष सिंह ने इन्दौर जिले में भिक्षावृत्ति की रोकथाम एवं इस सामाजिक बुराई के समूल निवारण के लिए भारतीय नागरिक सुरक्षा अधिनियम 2023 की धारा 163 के तहत प्रतिबंधात्मक आदेश जारी किया हैं। उल्लेखनीय है कि कलेक्टर श्री आशीष सिंह की पहल पर इंदौर जिले को शीघ्र ही भिक्षावृत्ति मुक्त जिला बनाया जाएगा
कलेक्टर श्री सिंह द्वारा जारी आदेश के अनुसार जिले में किसी भी प्रकार की भिक्षावृत्ति को पूर्ण रूप से प्रतिबंधित किया गया है। भिक्षुओं को भिक्षा स्वरूप कुछ भी देना या उनसे किसी भी प्रकार के सामान को खरीदना भी प्रतिबंधित किया गया है। जो व्यक्ति भिक्षुओं को भिक्षा स्वरूप कोई भी सामान/वस्तु प्रदान करता है या देता है या इनसे कोई सामान खरीदता हैं तो उसके विरूद्ध भी इस आदेश के उल्लंघन पर कानूनी कार्यवाही की जायेगी।
यह आदेश आज 10 मार्च से लागू हो गया है, जो आगामी 8 मई तक प्रभावशील रहेगा। इस प्रतिबंधात्मक आदेश का उल्लंघन करने वाले व्यक्ति/संस्था/आयोजक के विरूद्ध भारतीय न्याय संहिता 2023 की धारा 223 के अन्तर्गत कार्यवाही की जायेगी। उल्लेखनीय है कि गत जनवरी माह में भी इस तरह का प्रतिबंधात्मक आदेश जारी किया गया था, जो फरवरी माह तक प्रभावशील रहा। इस आदेश के प्रभावी परिणाम को देखते हुए इसे और आगे बढ़ाया गया है।
सूचना देने वाले को मिलेगी प्रोत्साहन राशि
यदि कहीं कोई व्यक्ति भिक्षावृत्ति करता पाया जाता है, तो उसकी सूचना कोई भी व्यक्ति महिला एवं बाल विकास विभाग के परियोजना अधिकारी श्री दिनेश मिश्रा के (मोबाईल नंबर- 9691494951) पर दे सकते है। सूचना सत्यापन के दौरान जानकारी सही पाई जाती है तो संबंधित व्यक्ति को एक हजार रुपये की प्रोत्साहन राशि प्रदान की जायेगी।
ज्ञातव्य है कि इन्दौर जिले में भिक्षावृत्ति को रोकने के लिए विभिन्न विभागों के दल गठित किये गये है, जो लगातार भिक्षावृत्ति को रोकने के लिए प्रयास कर रहे है। इस कार्यवाही का विभिन्न सोशल मीडिया, डिजीटल एवं प्रिंट मीडिया के माध्यम से व्यापक प्रचार प्रसार भी किया गया है। भिक्षावृत्ति में लिप्त लगभग 354 वयस्क व्यक्तियों को रेस्क्यू कर सेवाधाम आश्रम भेजा गया तथा लगभग 45 बच्चों को बाल देखरेख संस्थान (CCI) भेजा गया है।
प्रशासन ने क्यों अपनाया सख्त रुख?
इंदौर का भिक्षावृत्ति विरोधी अभियान सरकार की SMILE परियोजना (आजीविका और उद्यम के लिए हाशिए पर पड़े व्यक्तियों के लिए सहायता) का हिस्सा है। केंद्रीय सामाजिक न्याय मंत्रालय द्वारा शुरू किए गए इस कार्यक्रम का उद्देश्य दीर्घकालिक समाधान प्रदान करके शहरों को भिखारी मुक्त बनाना है।
भीख मांगने पर प्रतिबंध संगठित भिक्षावृत्ति नेटवर्क से निपटने के एक बड़े प्रयास का हिस्सा है। सिंह ने बताया कि कई भिखारी अवैध समूहों का हिस्सा हैं और उन्हें इस जीवन में मजबूर किया जाता है। उन्होंने कहा, “हमने पहले ही ऐसे कई समूहों को तोड़ दिया है और बहुत से व्यक्तियों का पुनर्वास किया गया है।”
